I'm a total beginner to creating web sites. I want to create a site that list products, and people can sort the products, only look at products that meet their specifications, etc.. What's the best way to go about this (other than hiring it out)?

There are canned software packages that can assist you with this. Go to cPanel and click on Simple Scripts to see what is offered by BH.
.... though as a seasoned web veteran, I would also recommend that you learn basic HTML and the ins-and-outs of web site development. Do a Google search and you should find plenty of resources that cover this.

Let me recommend w3schools.com. Start off with HTML, then work your way up to XHTML, Javascript, CSS, PHP.
w3schools has not been kept up to date and is not a good place to go to start learning.
A much better site these days is about.com - for what you are needing start here and explore --> http://webdesign.about.com/
