I understand I need to get a dedicated IP Address if I want to host Ventrilo, which is fine. My question is this:

The domain it will be used for is not moved over yet but I'd like to get it going before then. When I request a dedicated IP does it have to be linked to a specific domain? If so can I move it later when my new domain is moved?

The dedicated IP is for your account.

Currently if you look under the control panel you will see a line that says shared IP: xxx.xxx.xxx.xxx. If you order a dedicated ip, that line will change to say dedicated IP: xxx.xxx.xxx.xxx.

Basically nothing changes. All of your various domains will point to that dedicated IP rather than the shared IP.
